Rose Hill Man Dies in Fatal Crash on Franconia Road

Billy Ray Allen dies after car crash Sunday near Governors Pond Circle.

A Rose Hill man died Sunday afternoon after a morning car crash near the intersection of Franconia Road and Governors Pond Circle in Rose Hill, according to Fairfax County Police.

Billy Ray Allen, 65, of the 5000 block of Justis Place in Rose Hill was driving a 1994 Infiniti J30 eastbound on Franconia Road when he crossed the double yellow line near Norton Road, police said in a news release.

After passing a vehicle, Allen lost control of his vehicle and entered the westbound lane. He then crashed into a 2002 Cadillac Deville which was being driven by an Alexandria man, 53.

Police responded and headed to the scene at about 9:30 a.m. Sunday.

Allen's Infiniti hit several large rocks in a culvert and flipped over. He was transported to a hospital where he was pronounced dead three hours later.

The investigation is ongoing, but police believe speed was a factor, but not alcohol.
