The Office of Personnel Management posted this explanation for their decision:

Today's closure decision was made in conjunction with our area partners, especially the local transportation departments and the National Weather Service. The storm is expected to continue into the late morning hours. Throughout that time, transportation officials are working to clear the main and arterial roads and the conditions may remain dangerous. As a result, the safest decision was to close the federal government in the DC area.
